Yes, bulk offers count toward your 20 active outbound offer limit within a 48-hour window. If you try to send a bulk offer that exceeds your remaining available slots, only the number of offers that fit within the limit will be sent. You can cancel active offers in order to get more offers to send.
Example:
If your limit is 20 and you already have 15 active outbound offers, and you attempt to send a bulk offer to 10 users, only 5 offers will be sent. The rest will not go through.
